Shawn McElroy

Director of Human Resources, Organizational and Professional Development

Shawn McElroy is the Director of Organizational Development for the Midwest Regional Educational Service Center. In this capacity, he supports the ESC’s recruitment efforts and the coordination of our professional development portfolio throughout Shelby, Logan, and Hardin counties. He received his Master’s Degree from Cleveland State University and his Superintendents license through the University of Dayton.

Every year the ESC offers 50 or more high quality professional development events (principal meetings, workshops, book studies, online courses, etc.) for area teachers, administrators, and classified personnel. This portfolio includes direct support to districts on a variety of state wide initiatives, including but not limited to: teacher, principal, and school counselor evaluation systems; and the Electronic Teacher Principal Evaluation System (ETPES) online platform. Professional development opportunities are offered through live workshops, hybrid courses, and online modules.

Shawn also works directly with the Superintendent, and other Directors, to develop, research, and evaluate new service opportunities across our service area. He is the recipient of the Innovation in Government Award from the Ohio Attorney General’s Office, and received the Outstanding Leadership Award from the Ohio Educational Service Center Association.

Shawn has worked as a public administrator for over 20 years. He served as the Gifted Coordinator for the Shelby County Educational Service Center before taking on his existing role with the Midwest Regional Educational Service Center. Prior to joining the ESC, he served in leadership roles with the Ohio Attorney General’s Child & Elder Protection Section, Wood County Prosecuting Attorney’s Office, and Lake County Court of Common Pleas – Juvenile Division.

His passions outside of work and family are playing golf, Notre Dame Football, and Graters Ice Cream

Scott received his BA in Elementary Education from Cedarville University in 1992, his Master of Education and Principal Licensure from the Antioch McGregor University in 2005, and finally, his Superintendent License from Ohio University in 2010. Scott has been married to his wife Angie for 29 years and is the father of three wonderful children, Nick (22), Noah (20), and Kara (18).
